$1,500 ENERGY TAX SAVINGS are the hot topic in home-improvement advertising this year.  In an effort to stimulate spending, the Federal Government re-issued the popular tax incentives for energy-saving home improvements through 2010.  The new Energy Tax Credit program increases the maximum payout, $1,500, but comes with higher minimum energy standards.  Many manufacturers have turned their plants upside down to improve their windows enough to qualify for the program.
